On Nov. 20, the Maryland Higher Education Commission ruled that Towson University cannot create a program considered to be a copy of a similar program at HBCU Morgan State University. “The program Towson is proposing is unreasonably and unnecessarily duplicative of the Morgan program,” Morgan State’s president David Wilson said, according to The Baltimore Banner.
